Original bill, telex release or sea waybill: plan the cargo release

The practical answer

Choose the release method before the goods move. An original bill of lading, an authorized telex release and a sea waybill follow different document controls. Confirm the issuer’s procedure and who may collect the cargo; then check customs release, charges and terminal availability separately.

Document control → Customs status → Cargo availability → Authorized pickup

Compare the document controls

ArrangementWhat to confirm
Original bill of ladingRequired originals, presentation or surrender location, endorsements where applicable, and issuer acceptance
Telex / electronic cargo releaseIssuer authorization, satisfaction of surrender requirements where applicable, destination confirmation and permitted recipient
Sea waybillNamed consignee, identity and authorization checks, plus carrier release requirements

A sea waybill is not a document of title. Telex release can replace physical presentation at destination under the carrier’s accepted procedure. It is not simply a scanned bill emailed to a trucker. [1] A straight or non-negotiable bill should not automatically be treated as a sea waybill; obtain the issuer’s instructions for the actual document and jurisdiction.

Keep commercial payment and carrier release separate

The buyer’s payment to a supplier, payment of freight charges and the carrier’s cargo-release decision are different events. Ask the relevant parties what must happen before release can be authorized. A freight-prepaid notation does not prove that the buyer has paid for the goods, and an invoice payment receipt is not a delivery order.

If a bank controls documents under a trade-finance arrangement, involve the bank before changing document type or release method. Avoid promises that a generic release choice will preserve a seller’s payment security in every transaction.

Check both levels when a house bill is involved

Where an NVOCC issues a house bill and books with a shipping line under a master bill, ask the forwarder to confirm each release status. “The line has released it” may describe only one level. The destination warehouse or agent still needs the correct authority for the shipment represented by the house document.

Record the document references, authorized receiving party, destination agent and confirmation time. Verify unexpected recipient or bank-account changes using an established contact channel. Do not treat a new email address or a forwarded PDF as sufficient proof of authority.

Use a four-gate pickup check

Before dispatching a truck, confirm: transport-document release, applicable customs release, terminal or CFS availability, and payment or credit conditions for collection. Then obtain the pickup reference and appointment requirements. Release of the transport document alone does not satisfy the other gates.

If originals are missing or instructions conflict, stop the release request and escalate to the issuer and authorized commercial parties. A letter of indemnity is not an automatic cure for missing authority or a guarantee against liability. Keep the resolution in writing before the collection instruction is sent.

Common questions

Is telex release the same as an electronic bill of lading?

No. Telex release is a cargo-release arrangement. An electronic bill of lading is an electronic transport document with its own issuance, control and transfer framework. Ask the issuer which process is being used.

Does customs clearance mean the carrier has released my cargo?

No. Customs release and carrier or document release are separate checks. Confirm both before arranging collection.
